In a medium sauce pan, on medium heat, add Grape Seed Oil and sauté Onions until translucent.
Add Jalapeno Peppers, Bell Peppers, Bay Leaf, and Garlic continuing to sauté for 2 minutes.
Add Roma Tomatoes and continue sautéing for 1 minute.
Add Salt, Black Pepper, and flour sautéing until flour has thicken the mixture.
Slowly add the water until sauce is completely incorporated.
Server over Chili Rellenos, Rice or as a dip for Chips.
